R. (Rex) J. Meadley, B.Eng., P.Eng. President,
Chief Engineer
Rex has, for over 35 years, undertaken numerous major environmental and municipal infrastructure projects. These have included environmental assessments, engineering analyses, studies and reports, preliminary and final design, preparation of plans and specifications, procurement of approvals, contract administration and inspection. He also has extensive experience in all aspects of servicing land development from concept to completion and is qualified as an expert witness before the Ontario Municipal Board and Ontario Superior Court of Justice.

Dan Hurley, B.A.Sc., P.Eng., LEED AP Vice President
Manager - Water Resources Engineering
Dan has over 20 years of civil engineering design and project management expertise specializing in the fields of water resources, environmental and land development engineering. He has completed many technical studies relating to floodplain management, stormwater management and the proper environmental implementation for development and rehabilitation/reconstruction projects. His experience is broad and includes providing detailed expert evidence on water resources matters in front of the OMB on a variety of technical specialities including hydrology, floodline assessments, bridge hydraulic analyses, stormwater management, water resources policy interpretation, surface water monitoring and water budgets.

Bill Van Ryn, B.Eng., P.Eng. Vice President
Manager - Bracebridge Office
For over 25 years Bill has completed the project management, design and contract administration for a number of significant land development, transportation, environmental, water resource, marine and structural projects. He has been meaningfully involved in Class Environmental Assessments for various municipal infrastructure projects, covering all aspects of civil engineering and in planning studies for land development.

Jeremy Ash, B.Sc.Eng., P.Eng.
Manager - Ottawa Office
Jeremy has over 10 years of design and project management experience in the fields of water resources and municipal engineering design. His expertise has been applied to a large number of municipal infrastructure and land development projects including residential subdivisions, commercial and industrial site plans and road and infrastructure renewal. Jeremy has completed environmental assessments, stormwater management plans and master plans, hydrologic and hydraulic analyses, natural hazard assessments and site servicing designs. He also regularly completes engineering peer reviews of behalf of municipalities and conservation authorities on matters related to drainage and stormwater management, floodplain hazards and policy review.

Tim Collingwood, B.A.Sc., P.Eng. Director
Manager - Orillia Office
Tim is responsible for all projects and staff and maintaining quality control in the Orillia office, and takes a lead role in our position as municipal consultant for the Township of Ramara. With over 25 years of experience in the field of municipal engineering, Tim has successfully managed a wide range of private and municipal servicing projects encompassing transportation, environmental, water distribution, wastewater collection and disposal, storm water management, contract administration and construction inspection.

Michael Cullip, B.Eng. & Mgmt., M.Eng., P.Eng. Director
Manager - Transportation & Municipal Engineering
Michael manages the municipal and transportation engineering departments which are responsible for the completion of projects related to residential subdivisions, land development, municipal infrastructure, transportation planning, traffic engineering and road and intersection design. Michael has over 20 years of experience specific to project management, land use/transport studies, demand forecasting, route planning, public transport studies, parking studies, traffic impact assessments, access and circulation reviews, environmental assessments, road and highway design and construction documents.

John Johnston, B.Sc.Eng., P.Eng.
Manager - Structural Engineering
John has worked for over 25 years as a structural engineer. His experience is diverse, including projects involving the structural design of new structures, and the investigation and rehabilitation of existing structures. John has a solid and practical understanding of concrete, wood, steel and masonry structures of all types having successfully completed many residential, commercial, institutional and industrial projects. John’s experience includes the investigation, design and rehabilitation of buildings and small bridge structures; façade restoration of high-rises; the rehabilitation of reinforced concrete structures; the installation and repair of waterproofing systems; the structural design of small to medium sized buildings and due diligence reviews of existing structures. John manages the structural engineering department and enjoys mentoring junior engineers.

Bryan Stanton, B.A.Sc., P.Eng. Director
Manager - Barrie Office
Bryan’s experience as a professional engineer encompasses over 20 years of providing project management, design, and contract administration services on a broad range of projects, including residential subdivisions and site plans, commercial developments, airport improvements and large municipal infrastructure renewal projects. Bryan is also designated as a Consulting Engineer with PEO and has extensive experience in the field of topographic survey and digital terrain and earthworks modelling.

Suzanne Troxler, B.Eng., M.Sc., P.Eng. Director
Manager - Environmental Engineering
Suzanne has over 25 years of experience in environmental consulting and during that period has been responsible for Class Environmental Assessments, master servicing planning, management and design of projects involving water supply, storage, pumping and treatment, and wastewater collection, treatment and disposal. She is also experienced in the engineering review and analysis of wastewater collection systems.

Allan Brownridge, B.E.Sc., P.Eng. Director
Project Manager
Allan brings over 10 years of diverse professional experience, providing project management, design and contract administration services for a broad range of successful private and public projects involving large municipal infrastructure renewal and road urbanization, land development, residential subdivisions, commercial/industrial site plans and stormwater management. Allan also has experience preparing studies related to development charges, master servicing, functional servicing and stormwater management.

Jeff Akitt, B.Eng. & Mgmt., P.Eng.
Senior Engineer, Project Manager
Jeff is a professional engineer with over 15 years of experience in the field of municipal engineering. He has a diverse background in concept planning, engineering design, construction inspection and contract administration in a wide range of private and municipal servicing projects. Typical projects include land development, infrastructure renewal, road reconstruction, stormwater management and reserve fund studies.

Greg Cook, B.A.Sc., P.Eng.
Senior Engineer, Project Manager
Greg has over 25 years of experience in land development and municipal engineering. He has extensive experience in various types of development including commercial, industrial, residential and institutional for both subdivisions and site plans, and in greenfield, infill, redevelopment and intensification situations. Greg is designated as a Consulting Engineer with PEO and is qualified as an expert witness before the Ontario Municipal Board. He has served as a Director for both public institutions and private corporations. Greg has participated as a member of technical advisory groups and engineering task forces.

Jason Covey, B.Sc.(Eng.), P.Eng.
Senior Engineer, Project Manager
Jason is a mechanical engineer with over 15 years of experience working on municipal and industrial engineering projects. He has a wide range of experience including: master servicing plans, Class Environmental Assessments, inflow and infiltration studies, and projects involving the analysis, management and design of water and wastewater pumping and treatment systems, and groundwater wells and pumps. He is also experienced in engineering analysis and hydraulic computer modeling of water and sewer systems.

Bill Goodale, C.E.T.
Senior Technologist, Project Manager
Bill has 20 years of design and project management experience on a broad range of projects that include onsite sewage systems, residential subdivisions, surveying, construction document preparation and contract administration. He is a Certified Engineering Technologist and currently manages three satellite offices that have been set up in municipalities for large multi-year projects. Bill has also been appointed as the sewage system inspector in The Township of Tiny for the last 14 years.

Amanda Kellett, B.Sc.Eng., P.Eng.
Senior Engineer, Project Manager
Amanda has over 10 years of experience working in the field of water resources engineering including stormwater management, natural hazard assessments, hydrologic and hydraulic analysis, natural channel design and water balance assessments. She is skilled in providing water resources solutions related to land development activities, municipal infrastructure design and renewal, aggregate extraction, energy development, agricultural activity and flood protection works. Amanda has extensive experience in completing Stormwater Management Master Plans and Master Drainage Plan studies, and is highly knowledgeable about water resources regulatory requirements. She also specializes in shoreline engineering, including shoreline hazard assessments and the design of shoreline revetment structures.

Rod Langford, C.E.T.
Senior Technologist, Project Manager
Rod has over 15 years of experience in the field of environmental engineering, completing project management, Class EA studies, design, tendering, securing approvals, construction inspection, contract administration and commissioning activities. Rod’s experience encompasses a full range of water and wastewater projects for both municipal and private clients, including water treatment, storage and pumping systems; water transmission mains; sewage pumping stations and sanitary force mains; water distribution and sanitary collection systems.

Shannon Roulston, B.Eng., P.Eng.
Senior Engineer, Project Manager
Shannon is a lead transportation design engineer and project manager with over 15 years of relevant design experience involving major freeways, complex interchanges, urban and rural highway design, roadside safety, municipal design, intersections and traffic signals. Shannon also serves as contract administrator for the majority of his projects and is responsible for the oversight of construction and post-construction activities.

Michael Sanfilippo, B.Sc.Eng., M.Pl, P.Eng.
Senior Engineer, Project Manager
As a structural engineer with over 10 years of working experience, Michael has developed a solid and practical understanding of building design, construction, analysis, and renovation. Michael has experience working with wood, steel, concrete, and masonry structures in both small and large applications. He has worked closely with architects and consultant teams to deliver the structural design for various building types including arenas, municipal administration buildings, multi-storey office buildings, libraries, multi-storey residential buildings, and large custom homes. Michael's experience also includes structural design for various municipal structures including water treatment facilities, tanks, culverts, and headwalls. Additionally, Michael has provided structural engineering services for over 100 rooftop FIT and microFIT solar panel projects across Ontario on residential, farm, commercial, and institutional buildings.

Kevin Sansom, B.A.Sc., P.Eng.
Senior Engineer, Project Manager
Kevin has over 15 years of experience in the field of municipal engineering including numerous municipal private project developments. Kevin is responsible for overseeing all aspects of the design and approval process, as well as the preparation and administration of the tendering and construction inspection process.

Randy Simpson, B.A.Sc., P.Eng.
Senior Engineer, Project Manager, Manager - IT
Randy has over 25 years of design and project management experience in the surface water resources and land development fields of engineering. His diverse portfolio of projects includes residential subdivisions, commercial retail development, golf courses, master drainage plans, bridge hydraulic design, and flood water impact/mitigation studies.

David Trudell, B.Sc. (Eng.) P.Eng.
Senior Engineer, Project Manager
David has over 40 years of experience in the field of structural engineering encompassing a diverse range of project types including (new and rehabilitation / single family and multiple unit / private and public) residential projects, medical clinics, libraries, agricultural, mercantile, commercial, and food and industrial plants. This work included foundation designs (of varying types), the analysis and design of reinforced concrete, masonry, steel and timber structures, condition reports, construction review and contract administration.

Daniel Twigger, B.Sc.Eng., P.Eng.
Senior Engineer, Project Manager
Daniel has over 10 years of experience in the field of water resources engineering specializing in stormwater management, natural hazard assessments, hydrologic and hydraulic analysis, surface water monitoring and water balance calculations. Daniel has applied his expertise to a variety of projects including land development (residential, commercial and industrial), environmental assessments, comprehensive stormwater management master plans, municipal infrastructure renewal projects, hydraulic bridge designs, Aggregate Resource Act licence applications, natural channel designs and compliance monitoring.

Eric Watkin, C.E.T., LEL
Senior Technologist, Project Manager
Eric has over 15 years of progressive experience and has been responsible for the project management, design and construction inspection and administration of numerous civil and environmental engineering projects for public and private sector clients. His projects include residential and commercial developments, water distribution systems, sanitary and storm sewer systems, road reconstruction, drainage works, stormwater management facilities, solid waste management facilities, facultative lagoons and large and small on-site sewage systems. Eric holds a Limited Engineering Licence, issued by Professional Engineers Ontario, for evaluation and design of water, sanitary, storm and road works, facultative lagoons and on-site sewage systems.

Emma Wilkinson, H.B.A., B.E.Sc., P.Eng.
Senior Engineer, Project Manager
Emma has 10 years of experience in the field of civil and structural engineering focusing on bridge inspection, evaluation, rehabilitation and replacement. Emma’s experience includes repair and replacement of short and medium span structures of both simple and multi-span configurations. She is experienced with many different structure types including concrete deck on steel girder, precast concrete girders, timber deck on steel girders, and concrete rigid frame structures. She has designed semi-integral abutments, fully integral abutments, as well as shallow and deep foundations, and retaining walls. Over the last 10 years, she has completed or overseen hundreds of detailed visual inspections in accordance with the Ontario Structure Inspection Manual (OSIM), and provided municipalities with detailed costing information to assist in developing suitable budgets and asset management strategies. She has also been responsible for various aspects of projects such as structural design, funding applications, municipal class environmental assessments, project management, contract administration, construction review, presentations to council, and contract preparation.

David Wood, B.L.A., O.A.L.A
General Manager, Envision Tatham
David is the General Manager of Envision-Tatham with over 20 years of landscape architecture consulting experience gained in Ontario, Australia, and Newfoundland. He has extensive experience managing large-scale urban streetscape, public domain, green space and site design projects for both public and private sector clients. In Newfoundland, he managed a design team designing and implementing parks and trailways, as well as environmental design projects. David demonstrates proficiency in all aspects of design development, construction document preparation and contract administration.
